[Sight 360] 13% of the public are ‘borderline intellectuals’…welfare is in a blind spot

  There is no legal definition, but cases with an IQ between 71 and 84 are referred to as ‘borderline intellectuals’. Even when they become adults, it is difficult for them to be ‘independent’, but they are not receiving social support. Today (the 2nd), Sight 360 will report on the stories of these borderline intellectuals, estimated to be about 13% of the entire population, presented in turn by reporters Kwon Ji-yoon and Jeong Seong-jin.

  Companies receive benefits such as subsidies and tax reductions when hiring people with disabilities, but borderline intellectuals are classified as non-disabled and therefore do not qualify for such benefits.

  Countries like Germany have long classified borderline intellectuals as having learning disabilities and provide support equivalent to that for people with disabilities. However, in our country, only five related bills have been proposed since July of last year. Legal creation is necessary for institutional support and budget allocation, but discussions have not progressed even a single step.
