The mandatory employment of people with disabilities has a higher target, but the compliance rate is ‘reversing’

Government 89.8% in 2016 → 53.5% last year

Private sector 47.0% in 2014 → 42.0% last year

  Although the mandatory employment rate of people with disabilities is steadily increasing, the compliance rate for employing people with disabilities is alarmingly low. In particular, the compliance rate for public officials is rapidly declining.

  According to the ‘Comprehensive Analysis of the 2025 Budget Proposal’ report released by the National Assembly Budget Office on the 31st, the compliance rate for mandatory employment of people with disabilities among government officials dropped from 89.8% in 2016 to 53.5% last year. The compliance rate for non-public servant positions, such as contract workers, also slightly decreased from 91.8% to 89.6% during the same period. The compliance rate for mandatory employment in private companies decreased from 47.0% in 2014 to 42.0% last year.

  The Budget Office pointed out that the current system does not serve as an incentive for medium and large companies with high average wages. It suggested that “measures to enhance compliance with mandatory employment for large companies, such as a differentiated burden system by company size, should be considered.” It explained that in the public sector, the budget formulation standards for employment burden contributions should be unified across departments so that the contributions become a real penalty.
